
Campaigners gather outside Labour Conference 2024. Delegates later voted for a U-turn on winter fuel payment cuts.
On October 1st 2025, energy bills are predicted to rise again. On the same day the Labour Party will conclude its conference in Liverpool. But not without hearing from FPA!
We’ll be raising our voices as the delegates pass into the conference, demanding the government:
- Expand access to free solar generation and cheap flexible energy
- Stop the gas rip off by delinking the price of cheap, renewably generated electricity from the much higher cost of gas
- Distribute excess power from the wind and sun for use by people who need it

Model Motion: Support for Energy For All and 1st October Mobilisation
This union/committee/branch notes:
- That energy bills remain unaffordably high for millions, while energy companies
continue to make record profits. - That the Labour government has made public commitments to a green transition, but
has so far failed to present a credible or fair plan to deliver it. - That cuts to winter fuel payments and disability benefits are deepening the crisis of
energy poverty, contributing to cold homes, ill health, and excess winter deaths. - That despite renewable energy now being the cheapest to produce, the current
energy pricing system prevents most households from accessing those savings. - That large amounts of clean energy are being wasted due to curtailment—wind
turbines and solar panels being turned off when supply is high—at a time when
millions are struggling to heat and power their homes. - That right-wing and anti-climate voices are exploiting this broken system to attack
renewable energy and stall climate action.
This union/committee/branch believes:
- That access to affordable, clean energy should be recognised as a basic right.
- That the transition to renewable energy must be rapid, publicly led, and ensure
justice for workers, communities, and those most affected by the cost-of-living crisis. - That trade unions have a central role to play in shaping a just transition that protects
both people and planet. - That Fuel Poverty Action’s Energy For All campaign provides a clear and necessary
call for reform, demanding guaranteed access to enough free energy to meet every
household’s basic needs, and a fair distribution of the benefits of renewable energy.
This union/committee/branch resolves to:
- Endorse the Energy For All campaign led by Fuel Poverty Action.
- Support and publicise the mobilisation on Wednesday 1st October 2025, outside the
Labour Party Conference in Liverpool, drawing attention to the failure to address
the energy and climate crises. - Encourage members to attend the demonstration and take part in related
mobilisations in the lead-up. - Distribute campaign materials and share information with members and across
union networks and social media platforms. - Write to the Labour leadership calling for urgent reform of the energy pricing
system, an end to energy poverty, and just access to clean, publicly controlled
energy. - Build alliances with other unions, community organisations, and climate groups to
support ongoing campaigning for a fairer energy system and a just transition.
